You actually wouldn't need a flashcart as the system accepts and can read basic MMC carts. Unlike the Gizmondo, the homebrew scene for the N-Gage never developed. This means there is no SDk, hack, dumped games, etc. Like the Gizmondo has. However, I'd imagine a decent developer could create an emulator that emulates the CPU due to how Symbian is open-source and N-Gage games were hacked to run on some Symbian phones.
